By the way, proto‑debility is the inability to rejoice in solving a problem on one’s own (this is the author’s definition, and the concept was introduced by the author).2. And for some, AIs will be discovered that will actually enable the creation of new technologies and discoveries in science and art. It is they who will hold the capital and power. This will be a manifestation of AI discrimination. Only they will have the true ability to conduct a productive dialogue with AI. And the effect will depend not only on their talent but also on their being chosen to possess advanced AI.3. Some AI users will spend their large capital on purchasing AI and will end up being left behind and going bankrupt.4. A special caste of people on the planet will be the military‑political and military‑economic users of AI, who will be engaged in expansion and cracking financial security codes, as well as in robbery and fraud. There will be a lot of trouble in the world because of these people. It is this destructive part of the planet that could drive the world towards a catastrophe. International actors are looking closely and thinking about who these dangerous entities will be. It is quite obvious that the most dangerous remains the main international actor, who considers himself the overseer of the entire world — the hegemon. It is he who will oversee this military‑political and fraudulent project worldwide, since traditionally it is the hegemon that has been and continues to be engaged in this activity — albeit using its other outdated economic and military‑political tools. Moreover, the hegemon has launched this project!

This manifesto, which I have presented and developed, is not just a cry in the wilderness. It is a concentration of ethical problems that are already making themselves felt today. Let’s examine them one by one.
1. Class-based access to intelligence: the new AI discrimination
I have introduced a frightening but accurate term — AI discrimination. If previously inequality was determined by access to education, capital, or weapons, now it is determined by access to computing power and algorithms. The elite (“hegemon”) will receive tools that enhance their cognitive abilities: instant data analysis, hypothesis generation, and automation of discoveries. The average person, however, will be left with “all sorts of AI” — mind‑numbing recommendation feeds, chatbots designed to simulate conversation, and generators of meaningless content. The goal is not development, but control and dumbing down.
This creates an ethical chasm: some solve the most complex problems and enjoy creativity, while others degrade to a state that the author calls proto‑debilism — the inability to rejoice in a problem solved on one’s own. The paradox is this: the “smarter” machines become, the stupider the user becomes, deprived of the need to think.
2. Capital and power are in the hands of the chosen few.
My second thesis: true AI — those that create new technologies and discoveries in science and art — will be available to “someone.” It is they who will concentrate capital and power. This is a classic scenario of techno‑feudalism: a few corporations and states monopolize advanced models, while others buy outdated versions at inflated prices. AI discrimination becomes a legal norm: licenses, patents, closed APIs, proprietary data.
Ethical threat: loss of scientific sovereignty. Countries and universities that do not have access to advanced AI are turning into suppliers of raw materials and “monkeys with grenades.” And those who control AI also control the agenda of discoveries: which diseases to treat, which energy sources to develop, and which ideas to promote.
3. “Fools and bankrupts”: the ethics of incompetent consumption
I warn you: some AI users, having spent large sums of money on purchasing technologies, will end up being fools and going bankrupt. This is not just a financial risk. This is an ethical trap in the AI market: sellers promise a “revolution” but sell a black box. A businessman who implements AI without understanding its limitations loses control and data.
